Federal Grants Resource Center

Welcome to the Office of Budget and Management's Federal Grants Resource Center

The purpose of these pages on the OBM web site is to serve as a center for federal grant information and data, and related information, and to facilitate state agencies and other public and non-profit entities in identifying and competing for federal project grants.

Specific Goals of the Federal Grant Resource Center are to:

  • Provide centralized electronic notification of potential federal grant opportunities to state and local government entities.
  • Assist, on request, state and local program staff throughout the grants identification and application process.
  • Provide grants management support.
  • Support agency applications involving multiple agencies.
  • Identify best practices and training opportunities.
  • Collect information concerning grants that are being actively pursued as a way of coordinating agency efforts and state resources.
  • Analyze federal grant issues.
  • Maintain benchmark data on the state's utilization of federal grant funding.

Including receipts of all local government entities, educational institutions, and non-profits, as well as all state agencies, Ohio received a total of $16.5 billion in federal grants in federal fiscal year (FFY) 2004, the latest year for which comprehensive data is available. Five federal agencies-the departments of Health and Human Services, Housing and Urban Development, Education, Transportation, and Agriculture-were the source of 92.2% of the FFY 2004 funding. More than two dozen other federal agencies were the source of the remaining 7.8% of the total federal grants. Nearly 65% of all federal grant funding coming to Ohio in FFY 2004 was from the U.S. Department of Health and Human Services, with Medicaid funding representing by far the largest share.

Federal grants to Ohio have been steadily increasing over the last several years, especially in FFY 2001 and FFY 2002 with significant increases in Medicaid funding. Federal grants are a very important source of revenue to the state budget. In state fiscal year 2004, federal grants accounted for 34% of total state revenue sources. The following chart shows the increase of the total federal grant funds to Ohio from FFY 1999 to FFY 2004.
